Perché una «Dichiarazione»L e biblioteche nazionali europee sono state da subito consapevoli dell’ineludibile necessità di estendere alle pubblicazioni elettroniche l’elenco dei documenti soggetti al
deposito legale. Per sensibilizzare a livello nazionale i portatori
di interesse e fornire gli strumenti terminologici e procedurali ai singoli paesi dell’Unione Europea, un gruppo di lavoro formato da membri della Conferenza delle Biblioteche
Nazionali Europee (CENL) e dalla Federazione Editori Europei (FEP), alla fine degli anni novanta, lavorò alla redazione di un Codice di comportamento per il deposito volontario
delle pubblicazioni elettroniche. Il Codice approvato nel 2000 ha costituito un utile supporto per i progetti nazionali di sperimentazione delle procedure di deposito, e un vademecum per la successiva codificazione legislativa di quelle stesse procedure. Con riguardo all’Italia, per esempio, il Codice ha
fornito nel corso del 2000 le linee guida per la sperimentazione presso la Biblioteca nazionale centrale di Firenze (BNCF) del deposito volontario delle pubblicazioni elettroniche nell’ambito del progetto nazionale EdEN (Edizioni Elettroniche Nazionali) voluto dalla Direzione Generale per i
Beni Librari e gli Istituti Culturali.
